
Vice President, North American Advocacy
Maggie Dougherty is Vice President for North American Advocacy at the Eleanor Crook Foundation, where she leads the foundation’s advocacy efforts across the United States and Canada to accelerate political will, policy action, and investment to end global malnutrition and hunger.
Maggie brings more than 15 years of experience in U.S. foreign policy and international development. She formerly served as Special Assistant to the President and Senior Director for International Organizations at the National Security Council, where she coordinated U.S. policy toward multilateral institutions and advanced international cooperation on global challenges. She served as a Senior Professional Staff Member on the U.S. Senate Foreign Relations Committee, where she advised on human rights, humanitarian issues, and multilateral engagement. During her tenure, Maggie played a key role in shaping bipartisan legislation addressing human rights abuses and strengthening U.S. leadership in the international system.
Earlier in her career, Maggie served as a Senior Policy Advisor at the United States Mission to the United Nations, supporting U.S. engagement at the UN on global security and foreign assistance. She also worked at the British Embassy in Washington as Senior Congressional Liaison and served as a foreign policy advisor to U.S. Senator Marco Rubio.
She is also a Senior Fellow at the Carr-Ryan Center for Human Rights at Harvard Kennedy School and a Visiting Fellow at the National Security Institute at George Mason University. Maggie graduated summa cum laude with a Bachelor of Science in Dipomacy and International Relations from Seton Hall University and holds a Master of Arts in Security Studies from Georgetown University.
